I have read on several blogs ways to improve your twitter presence and gain more followers, but simply gaining followers does not mean you have twitter presence, though it can mean some. Your value on twitter is measured by how often people respond to your tweets via reply and especially if they retweet (RT) your tweet’s to share your information with their followers. This is the best measure of twitter presence that I can tell, the fact that I have a few loyal followers on twitter and have about six to ten people who retweet many of my posts, poems, and such every day shows me that I have loyal twitter followers, not just a pool of numbers where my tweets are just background noise against thousands of other tweets.
Some methods that I use and think may help others are the following:
Be responsive quickly – when somebody replies you or direct messages you, if you don’t respond in a timely fashion, chances are that person has no recollection of what they sent to you and you are going to just answer a question they didn’t remember they asked. If you do respond to people always give a little summary of what you two were talking about, since Twitter can’t thread conversations like Plurk can.
Promote others stuff - One way to gain friends and followers is if you selflessly promote other people’s tweets and article links that you find interesting and share with your own readers. Don’t just constantly publish and push your own content, if people share and promote your stuff, take the time to do the same.
Ask Interesting Questions – By prompting your audience with an interesting question or a subject, you are inviting people to answer you or perhaps even forwarding your question to others. You are also advised to answer other people’s questions.
Be Unique - Try as best as possible to carve out a niche that makes you stand out on Twitter from the millions of others who use it for casual conversation, one way I achieve this is with my Random Twitter Poetry game, I think I am the only one doing it on Twitter and therefore my twitter presence grows as a result.
In Summary, I don’t claim to be a twitter expert by any means, but I know that I have a rapidly growing loyal following, my followers are under 2,000 but the followers I have are very engaged and dozens of them communicate with me quite frequently on Twitter, some daily. This matters because the people who know you and are engaged to communicate are far more likely to check out something you are saying or a link you want them to follow.

More wise words O great one lol. I always personally ReTweet everything that I find useful and think others may enjoy reading and if a blog like yours and mine have the tweetmeme button on it then it’s much more of an encouragement to ReTweet a good post.
